"User-pays good for wealthy"

JANET Albrechtsen: healthcare and education are not free. They are paid for by taxes. This means that high-income earners contribute the most.

User-pays systems favour the wealthy. Hence their popularity among the well-off and their unpopularity among those who want a fair society. Full-fee university places for rich kids who miss the academic cut are not opposed due to envy.
