"Howard's Priorities"
Prime Minister John Howard has unveiled a $1 billion plan over four
years to increase bulk billing. This needs to be compared with his $10
billion commitment over the same period to the private health insurance
industry via the 30 percent rebate. It's obvious where his priorities lie.
