Out with the Old, In with the Young: Lifetime Community Rating

In 1996, the government sponsored a review of private health insurance by the Industry Commission (1 997). The Commission argued that one could not reasonably address private health insurance in isolation from the rest of the health care system, but the government disagreed.

However, the government did agree with the Commission's suggestion that lifetime community rating be considered. A discussion paper was issued by the Commonwealth Department of Health and Aged Care in January 1999; the Commonwealth's proposals are sensible, but the single most important effect - a further decline in the well-being of public insurance via Medicare - has been overlooked by accident or design.
